I am an academic professional based in Turkey, with years of experience pioneering innovative research and leading reputable higher education institutions. By blending my extensive background in law with the latest academic trends, I transform visions and ideas into substantial, impactful scholarly works. My keen understanding of educational and institutional evolution helps me set clear priorities, adapt swiftly, and deliver results efficiently. Proficiency in multiple languages—including English, Arabic, Russian, Bosnian, Kazakh, Uzbek, Kumuk, Nogai, Lezgian, and Persian—enables me to collaborate on an international scale and push the boundaries of legal and interdisciplinary studies.

Prof. Dr. Yücel Oğurlu was born in Istanbul in 1970 and graduated from the Istanbul University Faculty of Law in 1992.
In 1995, he completed his Master's program in Financial Law at Marmara University.
In 1999, he completed his Doctoral program in Public Law, also at Marmara University.
He conducted his postdoctoral research as a visiting faculty member at Tilburg University in the Netherlands and at Ahmet Yesevi University.
From 1999 to 2004, he served as an Assistant Professor.
Between 2004 and 2006, he worked as an Associate Professor at the Atatürk University Faculty of Law.
In 2006, he joined the Istanbul Commerce University Faculty of Law as an Associate Professor.
In 2010, he was appointed as a Professor in the same department.
From 2013 to 2016, he served as the Rector of the International Sarajevo University.
He served as Dean and Vice-Rector at Istanbul Commerce University during different terms.
He held the position of Rector at Istanbul Commerce University from 2019 to 2023.
On January 11, 2023, he was appointed as the Rector of Balıkesir University by a Presidential decree.
